Real Estate and Cultural Heritage Activities

As of now, TARKEM is carrying out a total of 19 real estate projects in order to protect the urban values ​​​​in Kemeraltı and its Surroundings Urban Renewal Area and to integrate them into the society. The project focused its work on 3 regions, namely Basmane Region, Kestelli Region and Havralar Region, which were selected from 19 sub-regions determined in Izmir Historical City Center.

Real Estate Projects Process

We can summarize the common path followed in all projects while developing Real Estate Projects as follows:

1. Preparing Pre-feasibility and Deciding to Develop Savings
Within the framework of the determined strategy, priority properties in the Historic Area are determined and a general feasibility study is carried out within the framework of the envisaged function.
2. Signing a Contract / Obtaining a Title Deed
TARKEM meets with the owner and decides on the property in question, such as renting, purchasing, establishing a joint company, etc. By deciding on one of the models, TARKEM will save money on the property.
3. Preparation of the Conceptual Project
The architecturael conceptual projects are prepared by the TARKEM architectural team.
4. Preparation of Architectural Projects
Preparation of Survey Project

In order to closely examine and document the existing structure, urban texture or archaeological remains of the property, evaluate it in terms of architectural history and prepare restoration projects, a description of the current situation of the building’s interior and exterior architecture, original decoration, carrier system and building materials is prepared with scaled drawings.

Preparation of the Restitution Project

About the property, the existing structure, the elements that have subsequently been modified, partially demolished or destroyed, the condition of the structures or settlements in their initial designs or at a certain date, plan, section, etc. are made by using archive records, traces on the structure, documents such as drawings and photographs of the structure and settlement. Description is prepared with appearance and axonometric drawings or a model.

Preparation of the Restoration Project

An old, historical, authentic and original work, which hosted an important event, is depicted with drawings in a reasonable manner, using the original material, original construction method and originality, and preserving it with as little intervention as possible.

5. Obtaining Preliminary Approval from the District Municipality
Administrative documents are prepared together with the Survey, Restitution and Restoration projects and an application is made to the District Municipality for preliminary approval.
6. Obtaining Approval from the Cultural Heritage Preservation Regional Board Directorate
Projects that have received preliminary approval from the District Municipality are sent to the Cultural Heritage Preservation Regional Board Directorate by the District Municipality. Through the Board rapporteur, he makes the necessary determinations on the spot and on the projects, and if he deems it appropriate, brings the issue to the Board agenda and ensures that the issue is discussed and decided.
7. Preparation of Technical Projects (Static, Reinforcement, Mechanical, Plumbing, Electrical)
For the projects approved by the Cultural Heritage Preservation Regional Board Directorate, static, reinforcement (if necessary), mechanical, installation and electrical projects are prepared in accordance with the approval of the Board.
8. Obtaining a Construction Permit
An application is made to the District Municipality to obtain a construction permit by preparing the necessary administrative documents together with the technical projects.
9. Construction Application
The application is carried out by the contractor who has signed the construction permit, in accordance with the projects that have been previously prepared and whose permissions have been obtained for the property in question.
10. Commissioning/ Taking Over The Operation of the Building

Once the construction is completed, the property begins to be operated according to the initial contract.
